On September 11, 1959, the plaintiff filed an application with the board of health of the town of Amesbury for a license to construct and operate a trailer coach park under the provisions of Gr. L. c. 140, §§ 32B 1 and 32H. 2 The application was denied by the defendant board. The plaintiff appealed from the decision to the Superior Court pursuant to G. L. c. 140, § 32K, and filed a petition for a writ of certiorari in the Superior Court.
