IVERS, Judge:

The appellant appeals from a December 22, 1997, Board of Veterans’ Appeals (BVA or Board) decision that concluded that the appellant lacked legal standing to apply, on the veteran’s behalf, for entitlement to additional compensation for the veteran based on her need for regular aid and attendance. Record (R.) at 3. The appellant filed an informal brief, and the Secretary filed a brief.
