This case involves a private citizen’s right under the Right-to-Know Law, RSA chapter 91-A (Supp. 1988), to inspect public records kept by the superintendent of schools, and a determination of whether or not specific record-keeping procedures are in conformity with the statute. At trial, the plaintiff, Walter H. Brent, alleged seven violations of the Right-to-Know Law. The Superior Court (Smith, J.) dismissed one of the counts at the- close of the plaintiff’s evidence, found technical violations with respect to three counts, and found no violations of the statute with regard to the remaining…
