MEMORANDUM

TAURO, District Judge.

Plaintiffs, Joseph and Pamela Sampson (collectively “Plaintiffs”), bring this action under 42 U.S.C. § 1983 and the Massachusetts Declaration of Rights, alleging that Defendants, Town of Salisbury (“the Town”), Michael Bask 1 (“Bask”), and Ron Christ 2 (“Christ”) violated their rights to the equal protection of the law under the Fourteenth Amendment to the United States Constitution and under the Massachusetts Declaration of Rights. 3 Defen dants have moved for summary judgment on both counts.
