The plaintiffs brought this suit against the government of the District of Columbia (the “District”) to recover attorneys’ fees and costs arising from administrative proceedings conducted pursuant to the Individuals with Disabilities Education Act (the “IDEA”), 20 U.S.C. § 1400 (2012).
