Appellant Jihad Rashid, a federal prisoner incarcerated at the Federal Correctional Institution, McKean, in Bradford, Pennsylvania, committed four bank robberies in the State of Michigan. On May 25, 1999, he was arrested and taken into state custody and charged with three of the four bank robberies.
