HAMLIN, Circuit Judge.

This action was brought by plaintiff in the District Court for the District of Hawaii to seek recovery for personal injuries suffered by him as a result of a severe electrical shock received by him while working at the Kunia Communications Facility in the City and County of Honolulu, Hawaii. The complaint named the United States, the Hawaiian Electric Company, and George Okano Electrical Service as defendants. The district court had jurisdiction on the basis of diversity of citizenship, 28 U.S.C. § 1332, and the Federal Tort Claims Act, 28 U.S.C. § 1346(b). We take…
