Appellant Adrian Price pleaded guilty to conspiring to commit an offense against the United States in violation of 18 U.S.C. § 371. Both the object of the conspiracy and the overt act consisted of possession with intent to distribute phencyclidine— PCP — in violation of 21 U.S.C. §§ 841(a)(1), (b)(1)(C).
