I. INTRODUCTION
On January 19, 2017, Tony Jennings commenced this 42 U.S.C. § 1983 action *199against the City of Syracuse1 and three officers employed by the Syracuse Police Department: Officer Jeremy Decker, Officer Darren Ettinger, and Sergeant Robert Ocker.
