Plaintiff Prince George’s Hospital Center (“PGHC”) originally filed this action against Defendant Advantage Healthplan Inc. (“Advantage”) in the. Superior Court of the District of Columbia more than a decade ago. PGHC maintains that Advantage breached agreements with the District of Columbia that required Advantage to reimburse healthcare providers such as PGHC for the provision of emergency care services to certain District residents.
