Candler, Justice.
(After stating the foregoing facts.) The act approved March 9, 1945 (No. 422, Ga. L. 1945, pp. 464-480), creating the State Ports Authority, is not under attack here. The Authority, by the terms of that act, was given broad and comprehensive corporate powers, perpetual existence, declared to be an instrumentality of the State of Georgia and a public corporation with the right to contract and be contracted with, sue and be sued, implead and be impleaded, and complain and defend in all courts of law and equity.
