In 1959 plaintiff Gerard Harrington suffered a back injury in the course of employment with defendant Brown Brothers, Inc. Defendants paid voluntary compensation for partial and total disability for several years, during the periods in which plaintiff was not working.

On May 25, 1978, a $20,000 redemption agreement was approved following a hearing before a hearing referee. Fifteen days later, on June 9, 1978, defendant sought review of the redemption agreement and order.
