MEMORANDUM
OBERDORFER, District Judge.
On March 29, 1988, the Food and Drug Administration (“FDA”) published Solicitation No. 223-88-2124, entitled “Analysis of Scientific Issues in Food and Cosmetic Safety.” The solicitation sought a contract to provide “expert, objective counsel to the [FDA's] Center for Food Safety and Applied Nutrition on general and specific issues associated with the safety of food and cosmetics.” Federal Defendant’s Exhibit 1A at § B.1.
