MEMORANDUM OPINION AND ORDER

SIRICA, District Judge.

This matter comes before the Court on the parties’ cross-motions for summary judgment. The motions were argued on April 21, 1975, at which time the Court took the matter under advisement.

The plaintiffs in this action are the Public Interest Campaign, a non-profit educational and charitable association with a special interest in the subject of air pollution, and the President of the Campaign, Louis Lombardo.
