MARGOLIS, Judge.
This contract case is currently before the Court on plaintiffs motion for partial summary judgment on the issue of liability, and defendant’s cross-motion for summary judgment. Plaintiff argues that the government lacked contractual authority to suspend plaintiffs timber harvesting operations under the contracts at issue in this ease, and therefore the government is liable to plaintiff for breach of contract.
