MEMORANDUM OF DECISION AND ORDER

The plaintiff, Paul Garlasco (“the Plaintiff’) brings this action against the defendants, William T. Stuart (“Stuart”) and the Town of Bridgewater (“the Town”) (collectively, “the Defendants”), alleging that the Defendants violated his rights under the Fourth, Fifth, Eighth, and Fourteenth Amendments to the United States Constitution.
