This action seeks to prevent Butts County, Georgia, its Board of Commissioners (“Board”), the Butts County Solid Waste Management Authority (“Authority”), and their individual members from opposing or otherwise interfering with the establishment of Pine Ridge’s municipal solid waste landfill (“MSWLF”). Plaintiffs Pine Ridge Recycling, Inc.
