In the “Pay-as-You-Go” Act, passed by the General Assembly in 1924 (33 St. at Large, 1193), there is contained as to roads incorporated in the State Highway System, the following provision: “Clarendon County. Hard Surface or Other Dependable Types of Roads: From Manning southeasterly on route No. 4 by way of Summerton and St Paul to the Orangeburg County line.
