I. Background
This phase of United States, et al. v. Gila Valley Irrigation District, et al., Globe Equity No. 59, (hereafter “Globe Equity”) concerns the enforcement of the Globe Equity Consent Decree of June 29, 1935, (hereafter “Decree”) for the benefit of the Gila River Indian Community and the San Carlos Apache Tribe.
