In this original proceeding in mandamus, Bobert W. Parkins, who will be referred to herein as the petitioner, seeks to require the respondents, Joseph W. Londeree, Mayor, Cecil Washburn, Recorder, Cleo Johnson, Treasurer, and Arnold Lee, C. F.
