Three national banks and six state banks and trust companies in St. Joseph instituted this action for a declaratory judgment. The action is against the City of St. Joseph, Buchanan County and the County Court of Buchanan County, the School District of St. Joseph, the Director of Revenue of the State of Missouri and the Attorney General of Missouri. In general the action involves the construction of certain sections of the 1945 Constitution of Missouri, certain sections of the 1939 Revised Statutes of Missouri relating to taxes and to cities of the first class, five of the acts of the 1945…
