In 1922, the partnership of Burns & Burt, then engaged in highway construction, entered into a contract with Lawrence County for the construction of an improved highway extending between New Castle and Ellwood City, known as section 2 of Route 315, and thereafter the same parties entered into a contract for the construction of another improved highway extending between Harlansburg and Slippery Rock, known as section 2 of Route 233.
