In May 1954 the Board of Alderman of the City of St. Louis passed and the Mayor signed an ordinance, No. 47064, “to regulate employer and employee relationships between the City of St. Louis and all employees in the classified service, including a compensation plan, terms and conditions of employment, * * The ordinance specifically repealed the prior ordinance, No. 46210, and its amending ordinance, No. 46334, dealing with the same subject. In the repealed ordinances operators of heavy street cleaning equipment were classified in “Grade 14“ as “Heavy Equipment Operator”…
