On February 28, 1997, the Houston County Department of Family & Children Services (“DFACS”) filed a complaint with the Houston County Juvenile Court alleging that the female child, D. C. N. K. (“D. K”), then aged two years, and the female child, M. B. C. B. (“M. B”), then aged six months, were deprived “in that they are without proper parental supervision, support or control, and that the deprivation is likely to continue.” Specifically, D.
