These are appeals from judgments in writ of review proceedings involving amendments to the Hillsboro comprehensive plan and zoning ordinance. We here deal with a motion to dismiss the appeals.
Defendant Pay Less Properties Corporation (hereinafter Pay Less) applied for the amendments in question. The other defendants, the members of the city council (hereinafter Duris), approved the requested amendments.
