The issue before us is the enforceability of an interest arbitration clause when the parties cannot agree on the inclusion of a similar clause in the new agreement. An interest arbitration clause is one in which the parties agree to arbitrate disputes over the terms of a new collective bargaining agreement in the event of deadlock.
