MEMORANDUM OPINION AND JUDGMENT

Before SPRECHER, Circuit Judge, REYNOLDS, Chief District Judge and GORDON, District Judge. SPRECHER, Circuit Judge.

In Lessard v. Schmidt, 349 F.Supp. 1078 (E.D.Wisc.1972), the first consideration of this case, this court held that the Wisconsin civil commitment procedures did not provide adequate due process rights to those who were committed and ordered numerous safeguards be instituted, including adequate notice, the right to counsel, availability of the privilege against self-incrimination, and a speedy hearing.
