HARKINS, Senior Judge:

Petitioner, Lisa Munn, as representative of the estate of her daughter, Chelsea Vukelich (“Chelsea”), seeks review in the United States Claims Court under the National Vaccine Injury Compensation Program (Program) of a decision by a special master. 42 U.S.C.A. § 300aa-12(e) (West Supp.1990). The Program was established in 1986 as part of the National Childhood Vaccine Injury Act. Pub.L. No. 99-660, Title III, § 311(a), 100 Stat. 3756.
