I. Introduction

This is a civil action brought pursuant to Title VII of the Civil Rights Act of 1964, 42 *679U.S.C. § 2000e et seq. (“Title VII”), 42 U.S.C. § 1981, and 28 U.S.C. §§ 2201 and 2202, seeking declaratory and injunctive relief because of defendants’ alleged racially discriminatory practices. The court has jurisdiction under 28 U.S.C. § 1343(4), 42 U.S.C. § 2000e-5(f)(3) and 28 U.S.C. §§ 2201 and 2202.
