The State of Michigan (the state) appealed the decision of the district court granting the petitioner-appellee, Lorraine Meeks’ (petitioner) petition for habeas corpus relief pursuant to 28 U.S.C. § 2254. The basis of the district court’s judgment was a determination that petitioner had been denied effective assistance of counsel requiring habeas relief from her state court conviction.
