Paul Minix appeals from the dismissal of his lawsuit against Paul Gonzales, Curtis Pitts, and Layla Wuttke. In his petition, Minix, an inmate at a state correctional facility, alleged that Gonzales, also an inmate, violated the Texas Open Records Act by unlawfully obtaining a copy of a lawsuit that Minix filed against certain correctional officers. Minix further alleged that Pitts and Wuttke, both correctional officers, violated the Texas Theft Liability Act by unlawfully taking a law book from his cell.
