The petitioners, the National Black Media Coalition, Inc. and the Beaumont Branch of the NAACP (collectively “NBMC”), have brought this action to challenge a decision of the Federal Communications Commission (“FCC” or “Commission”) to renew the broadcast license of Pyle Communications of Beaumont, Inc. (“Pyle”) for two Beaumont, Texas radio stations.
