Appellant PCL Construction Services, Inc. (“PCL”) alleges that, by providing defective construction drawings, the United States Bureau of Reclamation (“USBR”) breached PCL’s contract to build a parking structure and a visitor’s center at the site of the Hoover Dam. After trial, the Court of Federal Claims rejected PCL’s claim for breach of contract damages. PCL Constr. Servs., Inc. v. United States, 47 Fed.Cl. 745 (2000) (“PCL II”).
