We consider here the proper scope of the Longshore and Harbor Workers’ Compensation Act (“LHWCA”), 33 U.S.C. § 901 et seq., which provides compensation to land-based maritime employees. Marie Uzdavines, the widow of decedent Frank Uzdavines, petitions for review of an April 18, 2003 decision of the U.S. Department of Labor, Benefits Review Board (the “Board”), affirming an Administrative Law Judge’s (“ALJ”) disallowance of her claim against respondent Weeks Marine, Inc.
