This is an action filed in the district court for Scotts Bluff County by Terry Carpenter, Inc., a corporation, hereinafter referred to as plaintiff, to declare Legislative Bill 710 void and unconstitutional, and for an injunction permanently enjoining the defendants, Donald L. Wood, county attorney, and Steve Warrick, Jr., sheriff of Scotts Bluff County, hereinafter referred to as defendants, from enforcing its provisions against the plaintiff. The *517trial court held the statute to be unconstitutional and void, and the defendants have perfected an appeal to this court.
