After a Hubbard County Board of Adjustment’s (Board) meeting on June 16, 1986, an oral authorization for a zoning variance was granted to respondent Grover Brothers (Grover) to construct a mobile home park on Fish Hook Lake. The oral authorization motion was followed by a written decision dated June 19, 1986.
