I. Introduction

This is housing discrimination case alleging discrimination on the basis of race and familial status. Plaintiffs, Steve Reeves, his wife Patricia Reeves, and their children, Stephanie and Stephen Reeves (collectively the Reeves), who are black, say that defendants Sheldon Rose (Rose), d/b/a Sycamore Apartments (Sycamore) and Personnel Management, Inc. unlawfully denied them a two bedroom apartment, relying on a policy that permits a maximum of three persons in a two bedroom apartment.
