Edna Reams (“Reams”) appeals the district court’s grant of summary judgment on qualified immunity grounds in favor of Tommy Irvin, Commissioner of the Georgia Department of Agriculture (“GDA”); Melissa Dennis, Director of the Equine Division of the GDA; and Laura Fokes, an equine inspector employed by the state of Georgia (collectively, “Appellees”), in this 42 U.S.C. § 1983 civil rights action arising out of Appellees’ impoundment of forty-nine of Reams’ equine.
