Cameron appeals through counsel a September 10, 2010, Board of Veterans’ Appeals (Board) decision that determined that he was not entitled to payment of attorney fees from past-due benefits awarded to veteran Cathleen Golden after the VA regional office (RO) granted her claim for an increased disability rating 1 for service-connected major depression.
