This is an appeal by the West Virginia Department of Health and Human Resources/Division of Human Services (hereinafter “DHHR” or “the Appellant”) from a June 2, 1994, order of the Circuit Court of Cabell County reversing a decision of an administrative law judge for the West Virginia Education and State Employees Grievance Board in two consolidated employee reclassification actions.
