After a conflict developed among the board members of a private, nonprofit community healthcare clinic, Brazoria County, on behalf of the State of Texas, brought a quo warranto proceeding, in which it sought a temporary restraining order and a temporary injunction against the chief executive and certain board members of the nonprofit, and the appointment of a receiver to run the clinic.
