There are two school districts in the city of Saginaw; one on the east side of the river; the other on the west side of the river. The plaintiff is the union school district comprising the territory on the west side of the river, and was organized in 1865 under Act No. 260 of the laws of the State of Michigan of that year. This act was rewritten in 1897 and adopted by the legislature as Act No. 468, Local Acts 1897, section 10 of which reads:
