This is an appeal by the board of education of the city of Detroit from a decree of the circuit court of Wayne county. The litigation arises from an attempt of the board to pay its teachers a so-called "bonus" or additional salary. The board of education of the city of Detroit consists of seven elective members. The mayor, city treasurer, recorder and controller areex-officio members without the right to vote.
