Kathleen Ranowsky (“plaintiff’ or “Ra-nowsky”) brings this action against the National Railroad Passenger Corporation (“Amtrak”), Amtrak Inspector General Tom Howard (“Howard”), and Chief Human Capital Officer for the Amtrak Inspector General, Terry Gilmore (“Gilmore”).
