This lawyer disciplinary proceeding against Keith L. Wheaton (hereinafter referred to as “Mr. Wheaton”) was brought to this Court by the Office of Disciplinary Counsel (hereinafter referred to as the “ODC”) on behalf of the Lawyer Disciplinary Board (hereinafter referred to as the “Board”). The Board’s Hearing Panel Subcommittee determined that Mr. Wheaton committed thirty-one violations of the West Virginia Rules of Professional Conduct.
