This is a lawyer disciplinary proceeding brought against Raymond David Brown, Jr., an administratively suspended member of the West Virginia State Bar,1 by the Office of Disciplinary Counsel (hereinafter “ODC”) on behalf of the Lawyer Disciplinary Board (hereinafter “the Board”).
