B.H. 1 and (B’s) Play and Learn Child Day Care Center (collectively referred to as Petitioners) petition for review of a decision of the Pennsylvania Department of Public Welfare (DPW), dated January 2, 2003, affirming the order dated August 30, 2002, of DPW’s Bureau of Hearings and Appeals.
