Michael Rogers appeals an order of the Superior Court granting summary judgment *344 in favor of Defendants-Below, Corporal Matthew Morgan, the State of Delaware, and the Department of Public Safety Division of State Police, holding that Michael's invasion of privacy claims against them were barred by collateral estoppel. This case arises from an August 1, 2013, hit-and-run investigation that escalated into an officer-involved shooting.
