MEMORANDUM OPINION AND ORDER

BUCKLO, District Judge.

Bruce Randazzo (“Randazzo”), Wayne Strnad (“Strnad”), and Citizens for Community Action (“CCA”), an Illinois not for profit corporation, filed a seven count complaint against the City of Chicago (“the City”), Alfred Sanchez (“Sanchez”), the former Commissioner of the City’s Department of Streets and Sanitation, Catharine M.
