OPINION

McGOWAN, Circuit Judge:

Since the establishment of the food stamp program in 1964, eligibility for participation has been determined on a “household” basis. Initially, the term “household” was defined as “a group of related or non-related individuals, who . are not residents of an institution or a boarding house, but are living as one economic unit sharing common cooking facilities and for whom food is customarily purchased in common.” 1 (emphasis added).
